Retail theft ATHENS TOWNSHIP — A Waverly woman is facing charges following an incident that occurred at the Wal-Mart store on Elmira Street at 2:10 p.m. Dec. 3. According to Athens Township Police, Lisa M. Phillips, 41, was charged with retail theft.
