Complaint filed against Libous

ALBANY
ALBANY, N.Y. (AP) — A Democratic mayor is filing an ethics complaint against Republican Sen. Thomas Libous, the state Senate’s deputy majority leader. Binghamton Mayor Matt Ryan is asking the state ethics board to investigate Libous.
